Biography: Nationally recognized for her leadership in California and multistate tax matters, Carley Roberts guides her clients in state and local tax, from planning and compliance to controversy and litigation before administrative bodies and trial and appellate courts in jurisdictions across the country. She counsels clients on an array of state and local tax issues, including apportionment, characterization of income, combination, nexus and e-commerce and has particular proficiency in matters involving income and franchise taxes, sales and use taxes, gross receipts taxes and local taxes.Carley represents national and multinational companies in a wide range of industries, and her clients include technology service providers, retailers, telecommunications providers, banks, manufacturers, health care providers and biotechnology businesses.Carley brings extensive experience advising clients on California state and local tax matters. She has successfully represented clients before the California Franchise Tax Board and the California State Board of Equalization (BOE). Carley secured the first taxpayer victory in an appeal before the BOE involving the controversial sales factor treasury gross receipts issue.Since 2007, Carley has served as chair of the California Tax Policy Conference-the leading conference on developments in the bellwether state for state tax policy.
