Biography: Tim Lui-Kwan is partner in the firm's Honolulu office and is a member of the Corporate & Business Practice Group. He concentrates his practice on regulatory and administrative law. He has represented a broad range of clients in administrative proceedings before regulatory agencies and boards. Prior to joining Carlsmith Ball in 1989, Mr. Lui-Kwan served as the Deputy Planning Director and a Deputy Corporation Counsel for the County of Hawaii. He has also represented parties in complex litigation involving environmental and Native Hawaiian issues. Before becoming an attorney, Mr. Lui-Kwan worked throughout the Pacific Basin as an archaeologist with the Bishop Museum. He was named Lawyer of the Year-Administrative/Regulatory Law-Hawaii by The Best Lawyers in America 2015, and also listed for Litigation - Land Use & Zoning.
